History of the Engineers Registration Board

The Engineers Registration Board (ERB) is a statutory body established under the Engineers (Registration) Act No. 49 of 1968. The Act was subsequently repealed and re-enacted as the Engineers Registration Act No. 15 of 1997, and was further amended by the Engineers Registration (Amendment) Act No. 24 of 2007 — now consolidated as Cap. 63 of the Laws of Tanzania.

The Board is mandated with monitoring and regulating engineering practice in Tanzania through the registration of engineers, engineering technicians, and consulting firms. Under the Act, only registered engineers are permitted to engage in professional engineering work or services. Registration is therefore a licence and the only way of ensuring that one is professionally qualified to practice engineering in Tanzania.

It is illegal under Cap. 63 for an engineer or an engineering firm to practice the profession if not registered with ERB. To qualify for registration in the categories of professional and technician engineers, candidates must acquire adequate professional competence and experience in areas specified by the Board. ERB also has the statutory mandate to withdraw the right to practice from registered engineers found guilty of professional misconduct or incompetence.

1968

Foundation — Engineers Registration Act No. 49 of 1968

The Engineers (Registration) Act No. 49 of 1968 is enacted by the Parliament of Tanzania, establishing the Engineers Registration Board for the first time. The Act provides for the registration of professional engineers and sets out the basic framework for regulating engineering practice in the country.

1997

Re-enactment — Engineers Registration Act No. 15 of 1997

The original 1968 Act is repealed and comprehensively re-enacted as the Engineers Registration Act No. 15 of 1997, significantly strengthening the regulatory framework, introducing new registration categories, and expanding ERB’s enforcement powers.

2007

Amendment — Engineers Registration (Amendment) Act No. 24 of 2007

Further amendments are introduced to modernize practice standards, expand enforcement capabilities, and align the Act with Tanzania’s growing engineering sector and international best practice.

2014

Engineering Technicians Rules — GN No. 69

Government Notice No. 69 of 14 March 2014 introduces dedicated rules governing the registration and practice of Engineering Technicians, creating a formal pathway for technician-level practitioners.

2014

Rules for Professional Oath — GN No. 278

Government Notice No. 278 of August 2014 establishes provisions for the professional oath taken by all newly registered engineers — a solemn commitment to uphold engineering ethics and public safety.

2019

Registration Manual Vol. 1 Published

ERB publishes the comprehensive Registration Manual Vol. 1, providing detailed guidance on the registration process, requirements, and procedures for all categories of individual engineers and consulting firms.

2023

EAC Engineers Mutual Recognition Agreement Signed

ERB becomes a signatory to the East African Community Engineers Mutual Recognition Agreement (MRA), enabling cross-border recognition of engineering qualifications and facilitating the mobility of engineers across EAC partner states.

2023

SOPEL Launched — School of Professional Engineering & Leadership

ERB launches SOPEL, a structured digital training platform providing Continuing Professional Development courses, leadership training, and professional modules for engineers across Tanzania.

2025

ISO 9001:2015 Certification Achieved
