Registration of Engineers & Technicians

The Engineers Registration Board (ERB) is a statutory body established by Act No. 15 of 1997 (as amended by Act No. 24 of 2007) with responsibility for regulating the activities and conduct of engineers and engineering consulting firms in Tanzania. All persons practicing engineering are required to register with the Board, and all employers must engage only registered persons.

Foreign Engineers — Temporary Registration

Non-Tanzanian citizen engineers with contracts of employment in Tanzania may register as Temporary Professional Engineer (TPE) or Temporary Consulting Engineer (TCE). These are renewed annually and require a valid employment contract and proof of registration in their home country.

Application Process

All registration applications are coordinated by the ERB Secretariat under the oversight of the Board, through its Registration and Technical Affairs Committee (ReTAC). The process is managed online via the ERB Management Information System (MIS) at registration.erb.go.tz.

Submit Application via MIS

Create an account at registration.erb.go.tz and complete the application form for the appropriate category. Submit together with all required supporting documents and pay the application fee. All applications must be submitted in English.

ERB Secretariat Scrutiny

The Secretariat reviews all documents for completeness — confirming validity of submitted documents, fulfilment of basic requirements (academic qualifications and experience), and payment of the application fee. Incomplete applications are returned.

Independent Evaluation

For PE, IE, CE, ICE, TPE, TCE, and firm/laboratory applications, the Secretariat sends documents to Independent Evaluators (appointed by the Board) for detailed technical review. GE, GIE, and ET applications go directly to ReTAC. Evaluators may visit firm premises to verify equipment and facilities.

Interview (Where Required)

Applicants for CE and ICE are always called for competency interview. PE and IE applicants who fail independent evaluation are also called for interview. All foreign applicants (TPE/TCE) are interviewed before the ERB Chairman.

ReTAC / ERB Chairman Review

The Registration and Technical Affairs Committee (ReTAC) reviews applications from local residents. The ERB Chairman reviews applications from foreign engineers. Both submit accepted applications to the Registrar for presentation to the Board.

Board Decision

The ERB Board makes the final decision on all applications. Names of successful applicants are published. Unsuccessful applicants are notified in writing by the Secretariat with reasons for the decision.

Engineering Technician Registration

Engineering Technicians are graduates of a National Technical Award (NTA) Level 6 or 7, or Full Technician Certificate in Engineering or equivalent. They work primarily assembling, testing, maintaining and repairing component parts of devices or systems — usually under the direct supervision of a registered engineer.

Key Roles & Responsibilities

Engineering Technicians use basic knowledge and well-developed skills to carry out processes with significant choice of standard procedures. Their work is primarily routine in nature, applying proven techniques to the solutions of practical engineering problems — under the supervision of registered engineers in engineering projects, research and development, in line with the Code of Conduct and Ethics.

Progression to Engineer

Engineering Technicians who obtain a higher academic qualification (BSc Eng, BEng, or BTech) recognised by ERB may apply to register as a Graduate Engineer (GE) and proceed along the Professional Engineers pathway. Similarly, those who obtain an Advanced Diploma may register as Graduate Incorporated Engineer (GIE).

Graduate Engineer registration is the entry point for citizen engineering graduates holding a BSc, BEng, BTech, or equivalent engineering degree. It is the initial step towards obtaining professional engineering status in Tanzania.

Incorporated Engineers can cross into the Professional Engineers line. An IE who completes at least 1 year of post-registration experience and has passed a prescribed professional examination, or completed an examinable postgraduate course of at least one year, qualifies to register as a Professional Engineer (PE).

Professional Engineer (PE)

Professional Engineer (PE) is the primary professional registration category for local citizen engineers who have completed their graduate training and demonstrated full professional competence.

Independent Consulting Engineer (ICE)

The Independent Consulting Engineer (ICE) is the highest tier of individual engineering practice in Tanzania, governed by the Engineers Registration (Registration of Independent Consulting Engineers) Rules, 2016. It authorizes registered engineers to offer standalone consulting services independently, without the backing of a registered firm.

All fees are payable via GePG control numbers generated on the MIS portal at registration.erb.go.tz. All outstanding or unpaid fees must be cleared before renewal of any registration or practising licence. Fees are subject to amendment by the Board from time to time. Always verify the current fee schedule on MIS before submitting an application.

Testimony that a person has been licensed to practice engineering in Tanzania. Required for PE, CE, ICE, TPE, and TCE. Renewed every 3 years for PE/CE/ICE and annually for TPE/TCE. Requires CPD compliance.

The testimony of professional responsibility and accountability. PE stamp: for certifying engineering reports and documents internally. CE stamp: for design calculations, drawings, and test results for public issuance. ICE stamp: limited to scope of independent consulting (excludes design and construction supervision). Firm stamp: for certifying design calculations and drawings.

Site Instruction Book & Sticker

Consulting Firms Only

Issued to consulting firms providing engineering services and supervision. The sticker must be displayed on site for the duration of the project. Each instruction must be signed and rubber-stamped by the issuing engineer, and countersigned by the contractor's engineer.

Practicing Without Registration is Illegal

No person other than a registered engineer, or as exempted, may engage in professional engineering works and services in Tanzania. Offenders are liable to criminal prosecution under the Engineers Registration Act Cap. 63.

Practicing License — Renewal Requirements

Section 12A of the Engineers Registration Act, Cap 63 requires every Professional Engineer and Consulting Engineer, in addition to the Registration Certificate, to be issued with a Practicing License. Regulations 21 and 22 of the Engineers Registration Regulations 2010 govern the procedure and conditions for issuance and renewal.

Submit CPD Evaluation Form (via MIS)

Submit a duly filled CPD Evaluation Form through the MIS electronic system showing claimed PDU hours for activities undertaken for 2023, 2024 and 2025. Every engineer must attain 30 PDUs per year — a total of 90 PDUs over 3 years.

Oath Taking (New Professional Engineers Only)

For first-time Professional Engineers: attend the official Oath Taking ceremony and submit the original signed Oath to the Board before collecting the Practicing License.

Conditions of the Practicing License

The Practicing License certifies that the engineer/firm meets the following conditions:

1.

The Engineer and Firm are authorised to offer engineering professional and consulting services for the specified duration.

2.

The Engineer has fulfilled CPD requirements as provided in Paragraph 12.25 of the Engineers Registration By-laws, 2010 [GN No. 25 of 2010].

3.

The firm has satisfied conditions for offering consultancy services as provided in Regulation 60 of the Engineers Registration Regulation, 2010 [GN No. 35 of 2010].

4.

The Engineer and Firm have complied with payment of statutory subscription fees per Regulation 9–11 of the Engineers Registration Regulation, 2010.

5.

The Engineer and Firm have not been found with professional misconduct during the previous practising period, nor convicted of a criminal offence in the past year, and the engineer is of healthy mind.

Non-Transferable

The Practicing License is the property of the Board. It is non-transferable, invalid after expiry, and must be shown to any authority upon request.

Practicing Without a Valid License is Illegal

Practicing engineering without a valid Practicing License is illegal and amounts to a breach of the professional Code of Conduct and Ethics under the Laws of Tanzania.
