Board Members
The ERB Board of Directors is appointed by the Minister responsible for Works in accordance with Section 5 of the Engineers Registration Act Cap. 63. The Board provides strategic oversight, policy direction, and governance of the Board's functions.
Prof. Eng. Bakari M.M. Mwinyiwiwa

Prof. Bakari M. M. Mwinyiwiwa received his B.Sc. (Eng.) degree from the University of Dar es Salaam in 1985, and his M.Eng. and Ph.D. degrees from McGill University, Montreal, Canada, in 1989 and 1997, respectively. He worked with TANESCO for one year before joining the University of Dar es Salaam, where he served for 39 years, retiring at the rank of Associate Professor in the Department of Electrical Engineering, College of Engineering and Technology.
His research areas include high-power electronic converters, Mini-Grids, digital control of power electronics, Voltage Source Converter (VSC)-based HVDC systems, Energy Efficient Motor Drives, and Energy Efficient Lighting Systems. He has published over seventy papers in refereed international journals and conference proceedings.
Prof. Mwinyiwiwa is a Registered Professional Engineer in Tanzania, a member of the Institution of Engineers Tanzania (IET), and a member of the Institute of Electrical and Electronics Engineers (IEEE), USA. He served as a Board Member of ERB from 2013 to 2015 and as Co-Opted Member from 2016 to 2022. He served as College Principal of the College of Engineering and Technology, University of Dar es Salaam from July 2018 to March 2025, and was Chairman of the AED Organising Committee from 2011 to 2022. He is currently a member of the Council, Mbeya University of Science and Technology.
Prof. Hanibal Jocktan Bwire has extensive experience in teaching, research, consultancy, professional practice, and public service in transport planning, highway engineering, traffic engineering, public transport systems, urban mobility, and transport infrastructure development. He has served in senior academic and administrative positions at the University of Dar es Salaam, including Head of Department, Deputy Principal of the College of Engineering and Technology, and Director of Innovation and Entrepreneurship.
Prof. Bwire has led and participated in major national assignments including transportation master plan development and urban transport planning for various cities, public transport planning, dry port development, traffic studies, transport economic analysis, and monitoring and evaluation of urban transport projects. His professional work also includes regional road standards harmonisation, collaboration with regional and international institutions, and internationally funded research and consultancy projects.
He has served on various professional and public bodies including the Tanzania Bureau of Standards Technical Committee of Roads, the National Institute of Transport Governing Council, the DIT Audit Committee, and the African Transport Studies Editorial Board. He has published widely and supervised MSc and PhD students in transport planning, traffic management, urban mobility, and sustainable transport.

Eng Bernard Kavishe is the current Registrar of Engineers Registration Board (ERB) after being transferred from Tanzania Civil Aviation Authority (TCAA) an aviation Regulatory Authority where he worked for ten years raising to the position of Chief Aerodromes and Ground Aids Inspector (CAGI). He previously worked in Construction industry since his graduation from the then Faculty of Engineering (FoE) of the University of Dar Es Salaam in 1996 with a degree in Civil Engineering.
Eng. Beranrd Kavishe is an expert in Airport Engineering, Civil Aviation Oversight, Aerodrome Subject Matter Expert recognized by ICAO and Contract Management. He is an active member of the Engineers Professional fraternity; registered with ERB as professional Engineer, a member of IET and Construction Sector Transparency Initiative (CoST). He holds a Masters Degree in Monitoring and Evaluation (M&E) from the Open University of Tanzania (OUT) and a post graduate Diploma in Airport Design and Maintenance from Singapore Aviation Academy in collaboration with Institute of Transportation Studies, University of California, Berkeley, USA. Eng. Bernard Kavishe, a father of five based in Dodoma.
Dr. Alice Kemilembe holds a degree in Chemical and Process Engineering, a Master's degree in Environmental Engineering, and a Doctor of Philosophy (PhD) in Technology. She has been serving as a lecturer, researcher, and consultant at the University of Dar es Salaam since 2010. Her expertise focuses on recycling biodegradable waste into animal feed and organic fertilizer using Black Soldier Fly Larvae (BSFL) technology, contributing to sustainable waste management and circular economy solutions.
Dr. Kemilembe played a key role in re-establishing the Women Chapter of the Institution of Engineers Tanzania (IET) in 2015, where she initiated and led programmes to train and empower women engineers and secondary school students. She served as Chairperson of the IET Women Engineering Chapter from 2015 to 2018 and was a Council Member during that period. Together with her team, she founded the Tanzania Women Engineering Convention and Exhibition (TAWECE), which continues to be held annually.
She currently serves as Vice President of the Institution of Engineers Tanzania (since 2022) and Chairperson of the Membership and Professional Development Committee (since 2023). At the continental level, she is a Theme 4 Lead for the Federation of African Engineering Organizations — Women in Engineering (FAEO-WIE), addressing Sustainable Development Goals (SDGs), and a member of the FAEO Academy Committee.
Eng. Motta Reuben Kyando is the Regional Manager for TANROADS (Tanzania National Roads Agency) in the Kilimanjaro Region, with 19 years of experience in road infrastructure projects. She has been actively involved in the supervision and management of road design, construction, and maintenance projects in Tanzania, contributing significantly to the development and improvement of transport infrastructure.
She is a Registered Professional Engineer with the Engineers Registration Board (ERB), a Certified Project Management Professional (PMP®) by the Project Management Institute, and a Certified Director by the Institute of Directors in Tanzania (IoDT). She possesses strong expertise in project supervision, contract management, quality assurance, leadership, and stakeholder coordination. Throughout her career, she has demonstrated effective leadership in delivering infrastructure projects in compliance with engineering standards and project management best practices.
Eng. Mustapha Suluo holds a Master of Science in Structural Engineering and a Bachelor of Science in Civil Engineering from the University of Dar es Salaam. Throughout his career, he has played key technical and leadership roles in major infrastructure projects involving bridge design, design review, geotechnical coordination, and construction supervision. He has led and supervised important bridge projects in Tanzania, Rwanda, South Sudan, and Uganda.
Before becoming Managing Director, Eng. Suluo served as Director of the Division of Bridges, Structural and Geotechnical Engineering at NORPLAN Tanzania Limited for over 15 years, specialising in bridge and structural engineering consultancy services. Earlier in his career, he worked with Norplan AS Tanzania Branch and Konoike Construction Company Limited in various infrastructure projects.
Eng. Suluo is a Registered Consulting Engineer (CEng (T) No. 146) and a Registered Professional Civil Engineer (PEng (T) No. 2207) with the Engineers Registration Board Tanzania. He is recognised for his strong leadership, technical expertise, and commitment to delivering high-quality and sustainable infrastructure solutions.
Mwanaisha Hamis Salum is a Professional Civil Engineer with over 15 years of experience in engineering infrastructure development and more than 12 years in aviation, specialising in regulatory oversight, governance, and safety oversight within Tanzania's public sector and civil aviation industry. She was appointed as a Board Member of the Engineers Registration Board for the term 15 April 2026 – 15 April 2029.
She possesses extensive expertise in aerodrome engineering, aviation safety oversight, infrastructure certification, engineering inspections, risk management, compliance monitoring, and technical project evaluation. She has played a significant role in the certification of major international airports in Tanzania and contributed to the development and implementation of civil aviation regulations, technical manuals, and safety programmes.
Her educational qualifications include a Master of Science in Water Science and Engineering (Hydroinformatics) from UNESCO-IHE Institute for Water Education and a Bachelor of Science in Civil and Transportation Engineering from the University of Dar es Salaam. She is a graduate of the Female Future Leadership Programme and has been recognised with the TUGHE Hard Worker Award and for her contribution to Radar Project Implementation.
ERB Secretariat & Management
The ERB Management Team comprises the Registrar and Unit Heads who lead the strategic and operational functions of the Board's Secretariat, implementing ERB's mandate for regulating engineering practice in Tanzania under Cap. 63.

Oversees all engineer and firm registration processes, conducts competency interviews, manages the engineers register, and coordinates zonal offices for compliance monitoring.
Manages professional training programmes (SEAP, SOPEL), Continuing Professional Development (CPD) frameworks, accreditation of university programmes, and organises Annual Engineers Day.
Leads all compliance monitoring, site inspections, and enforcement activities under GN No. 237 of 2015. Coordinates inspection teams, processes disciplinary matters, and manages stop orders.
Manages ERB's financial resources, budget preparation and control, human resources, general office administration, ICT systems, and GePG payment processing.
Provides legal advisory services to the Board and Secretariat, drafts regulatory instruments, manages litigations, and coordinates disciplinary hearings under Cap. 63.
Coordinates the development, security, and maintenance of ERB's digital systems including the MIS portal, Event Management System, and training platforms.
Manages corporate communications, media relations, public education campaigns, and ERB's brand representation and stakeholder engagement programmes.
Manages human resource planning, talent acquisition, staff training and development, performance appraisal systems, and employee relations at the ERB Secretariat.
Oversees all procurement processes at ERB in compliance with the Public Procurement Act and PPRA regulations, including tendering, contract management, supplier evaluation, and procurement planning.
Coordinates ERB's strategic planning, performance monitoring, and evaluation frameworks. Responsible for the preparation and tracking of the Corporate Strategic Plan, annual business plans, and reporting against key performance indicators to the Board.
Provides independent and objective assurance on ERB's internal controls, risk management, and governance processes. Conducts regular audits of financial and operational activities and reports findings directly to the Board Audit Committee.
